Home financing for better development
The inadequate availability of housing finance is a major constraint to the growth of housing activity in Kerala. The housing finance option in several parts of the state is still in its nascent stage. There is a need for setting up decentralized home-loan institutions at the grass root level with a view to evolving location specific strategies for mobilization and utilization of household savings.
Also, the housing finance needs to be integrated into the financial system as a whole. The removal of the dichotomy between the formal housing finance system and the informal housing finance operations of the private financiers would go a long way to improve the situation. Besides strengthening the housing finance system, non-financial initiatives are required to instill a sense of confidence in the minds of the investors.
A time-bound programme for solving the nagging human problems requires the creation of ample mass social housing units and the subsequent eradication of slums in the state in a time bound manner. These plans need to be implemented within a particular time frame to save the deteriorating housing situation in some parts of the state. In spite of the proliferation of apartments and Homes Kerala state still needs better public-private cooperation in housing development, which will go a long way to solve the housing problem.
A proper information system on low-cost housing is an important and essential component that will help to develop human settlements at minimum cost. For establishing such an information system and to achieve the intended objective, much needs to be done. Some agency needs to be entrusted with the work of collection, documentation and dissemination of information and data on housing along with the technical know-how, which is a vital link for better public-private sector cooperation in housing development.
